Smoker's license to smoke cigarettes?

It would allow the government to limit the number of tobacco product purchases

From CBC Local DC, "Public Health Proposal Considers Mandatory ‘Smokers License’":
A public health proposal suggests that tobacco smokers should be required to apply and pay for a “smoker’s license” in order to continue buying cigarettes... users would have to apply and pay for a mandatory license in the form of a smartcard that would be shown when buying cigarettes...

the smartcard would allow the government to limit how many cigarettes a smoker could buy.

[Dr. Simon Chapman] “Opponents of the idea would be quick to suggest that Orwellian social engineers would soon be calling for licenses to drink alcohol and to eat junk food or engage in any ‘risky’ activity,”
Editor's comment - Really Dr. Chapman? Might lead to licenses for drinking and junk food. Ya don't say?

Obviously they have never seen what happens when a smoker doesn't get his/her nicotine... Crime rate, expect to jump VERY VERY VERY HIGH!

Seriously, though. New York tried to raise taxes so high that people would quit smoking. What really happened? THE BLACK MARKET.

You'd think that someone, anyone, would realize that you're NEVER GOING TO LEGISLATE MORALITY!

We legislate nothing else.

I might disagree. Some laws and regulations are strictly for revenue or the real purpose is that. Of course I wouldn't disagree with most laws, but certainly not everyone.

I don't smoke, never have. I don't like smoking bans, though I do enjoy them, if that makes sense to you. I can't get behind this in any way shape or form. It's just wrong.
